Some People Left Their Dogs Tied Up To Die In The Flood And It Will Break Your Heart

Houston, Texas, is currently experiencing catastrophic levels of flooding due to the torrential rains being dumped in the region by tropical storm Harvey. Five people have been reported dead so far, many more are injured, and thousands have been displaced. But as people flee to save themselves, many are forgetting to take their animals with them, and as you can see from these heartbreaking pictures, dogs are being left behind to fend for themselves in what might be the worst flood in the history of Houston.

Despite Texan officials repeatedly warning people about leaving their pets and livestock behind, one dog was spotted holding onto a road barrier while a river of rain threatened to carry it away, while others have been seen chained up to trees and telephone poles in areas that have seen as much as 10 inches of rainfall in just 24 hours.

“I promise you, that I will hold anyone accountable that unlawfully restrains their dog in extreme weather conditions,” said Chief Stephen Carlisle in Roman Forest, about 40 miles north of Houston. “Dogs are your family members too.” We couldn’t agree more. Our hearts go out to the people and pets who are currently affected by tropical storm Harvey. (h/t)

The very thought that people would run off and forget their four-legged children is beyond appalling. They should be brought before a magistrate and heavily fined, along with a prohibition of ever having another one again,.....EVER! This is beyond the pale. If there was a warning there would be a hurricane in my town I'd not only rescue my dog and my degus. My stick insects, my fish, my silkworm and the butterfly eggs I'm taking care of wouldn't be left behind either. How can someone be such a git to leave a pet behind? If I'm not ready to give up some stick insects who eat my avocado tree, then how heart less can someone be to leave their dog behind? Some people make me sick.

Not just behind, but to a horrible death: tied in the middle of rising waters. I can't even imagine the fear ANY living being would feel, how could anyone kill a member of their family this way?

These people didn't deserve to have those pets nor do they deserve to ever have any again. Would you abandon your child in a deadly situation? Your elderly parents? There is NO DIFFERENCE. Another fine example of the disgrace exemplified in the human species.

I have absolutely no sympathy or any understanding for these people. These dogs trusted you and you were the only thing they had. None of you should be ever allowed to have a pet.EVER. The police needs to track down these people. They had a warning and plenty of time....A Lot of TIME..to save their dogs.

Leaving your pet behind - horrible and sad, but at least it has a chance to survive. Leaving your pet CHAINED (to make sure it really dies???) - I can't put in words what I wish on these heartless creatures.

I cannot begin to imagine the sheer evilness of anyone doing this. I hope the dog owners, if found, are prosecuted and serve time changed to a tree. These people should not walk the face of the earth. I'm so thankful to all who came to the rescue of these animals.

For those of you who don't live in Texas, you'll be happy to know that the Sheriff of Harris County (where Houston is) has already said the WILL prosecute anyone who leaves a dog chained or tied up. It's already against a state law to do so and is even worse, in this kind of situation

They shouldn't be chained up outside under any circumstance, should be against the law. You don't chain up your kids so if you can't treat a pet right don't get one. They have feelings too. Fear, hurt, feeling abandoned, love, they mourn etc.

That's exactly what a police chief about 40 miles north of Houston is saying. He wants to clamp down on those who betrayed their furry family members -- especially the selfish demons who left dogs tied up with no way to escape the floods.

They where warned in well time before the hurricane, and last minute you chain them up to posts? How horrid. This isn't all of them, I'm sure. These people don't have the right to own animals, let alone dogs. It's truly sad and frustrating how people will treat pets. Pets become family, and family is to stick together. Pets are like children, so would you leave your child behind to die in a storm? Absolutely saddening, and my condolences for those poor dogs.

My husband gets mildly upset when we have 'What-if' scenarios and I always put the dog and cat first. (We're newly-weds with no kids yet). But I've lived in Texas, and there are and abundance of people there who are notorious for abandoning their pets in any situation. Stray dogs run around all the time because the owners couldn't be bothered to take them to a shelter. So this doesn't surprise me, sadly.

I think it comes from all the third world inhabitants that we have in TX. I have never seen any state treat animals like this, and not to be racist or anything but it seems that people that come from S. of the border seem to think it is ok to get pets and then tie them to trees their entire lives or drop them off on the corner to wander the town until they starve :( it is really sad!

I've read about these dogs in the daily mail. Thankfully they were all rescued but it made me angry the paper was asking the owners to come forward to get their dogs. NO. If you can leave your vulnerable helpless pet tied up or alone to fend for itself then you don't deserve to be a pet owner! They should be prosecuted for animal cruelty if anything! I wouldn't dream of leaving my pets behind, they would be the first I would take. Like I've said in the other articles on this site, when you become a pet owner you take on having the responsibility, welfare and safe keeping of that animal. If you aren't up to it. Don't own a pet!! They are family, you wouldn't leave a child or your grandmother behind would you! No excuses!

I am not a big fan of pets. However, I believe that if you have a pet, you should take care of them in times like this. I don't believe in animal cruelty either. I might be able to understand if residents had no warning and just absolutely had no room for their pet. But, that was not the case. Again, I'm not a dog fan or pet person; but, I don't believe in mistreating your pet. It's good to know that people are taking these animals in.

I agree to not leave your pet behind, however, the city officials told everyone to stay at home. To not leave the city. Only now, they are having mandatory evacuations in areas. Shame on the officials! There are idiots out there yes (the ones tying pets up), but others who are forced to make tough choices. Carry the kids through chest deep water or the pet. Also, side note, where are the cats???

I understand people are TRYING to make excuses for them. ANYONE who is trying to create excuses never owned a dog in their life. Dogs have at minimum the intelligence of a 3 year old. Would you leave a 3 year old child like this because you had others? Of course not. Its the dumbest comment any human ever made. There are NO excuses. You don't take them with you, BUT, you don't want them to run and save their life BECAUSE???????. Despite the warning of massive flooding coming you chain them to a tree condemning them to death with them watching you leave while in fear? Only the lowest, worthless piece of manure on the earth could do that. Anyone who did this deserves jail and that's the kindest. You don't want to know what I would really do to them. I'm not only going to pray every dog is saved but anyone who DID this is turned in, severely punished and NEVER allowed to own an animal. In Katrina shelters didn't allow pets. Now they do. The US learned a lesson the hard way. No excuses!

I live close to this flooding, my town is full of evacuees right now. All I have to say, is Texas in General has a lot of people that treat their dogs like c**p!! They probably have been tied to those poles and trees all year.......strays everywhere...... I don't know if it is the "culture" that carries this disregard or the "mulitculturism" that has influenced towns like mine where most of the inhabitants are from Honduras but it really pisses me off. I just can't save them all and there isn't even a shelter here....all they have is some cages next to the dump that they keep them in for one week and then kill and burn them :( It's really pathetic and I am from a state/town that treats pets 100% differently !

I dont even live in the US and MOST of the horrific animal abuse articles etc I come across are unbelieable stories of dogs that are found in Texas, specifically Houston. There is a great deal more than any other place in the world and these stories come from all sorts of sources, for some reason Houston is not just dominating the number of occurrences, but I can always guess when a story will be from Houston based on the sadistic/cruel nature of a situation. Houston has its own level of depravity that would shock even the most hardened, detached individual. So sad

I'm unable to upvote this. I'm owner of a dog 🐶 i live in the UK and have had times when we've been flooded. Under no circumstances would I even consider leaving my precious baby behind. In my world where I go so does my dog 🐶. In other words we come as a package, there's three of us, my darling daughter, my adorable doglet and me. You can't have just part of the package so that's how it should be. 😭 🐶 ❤ 💕🌹

Or, just cut them loose and TAKE them. If a pet is too much, what do they do when they have an extra kid, tie it out too? These people should be fined, at the very least. I don't give a f**k if they lost everything. They'd have lost it anyway. Leaving a pet tied to a tree in a hurricane is EVIL.

The lovely thing about science and technology today is that we have PLENTY of warning before most kinds of weather events like this. People had plenty of warning, they could easily have packed up the dog with everything else. At the very least, if you REALLY can't take your pet with you, give it to someone else who can! Don't just chain it down, come on, that's heartless of the worst kind! I hope these pets are rescued by someone with a better heart than their cruel abandoners! There's just no excuse!

Please, please, PLEASE tell me these jackasses (and I'm being G rated for what I REALLY want to say will be prosecuted and tossed in jail. Can you imagine the terror, the fear, that these dogs felt? Can't these pieces of manure have ANY compassion in them? It should be 100% illegal to chain or tie or restrain ANY animal at ANY time but it should be a prisonable offense to evacuate and not take pets. Its murder, just like a human. I can't imagine the terror these animals felt. Please tell me the people who took these pictures saved these dogs. I wish I had never read this. I feel sick to my stomach and in tears. I never dreamed there were so many heartless, cold, sick, hateful people in Texas. Farmers and ranchers at least often try to save entire herds of animals and these pieces of manure can't save one animal. And then, to leave them tied, not even free to try to survive on their own, its calculated murder.

These people don't deserve to have pets. I have to say I did see a whole lot of people carrying their dogs some bigger than their owner through the flood waters an it brought a smile to my face and tears to my eyes.

The photographer did. He called her Lucky and when he rescued her she ran away. The next day he went looking for her to give her food and when she saw him she ran up to him. The photographer asked around and found out that she belonged to people who had left behind a pitbull terrier a pony and a few other animals. He got all those animals to a Huston animal rescue centre but as he has formed a bond with Lucky he is going through the "proper channels" as he calls it to adopt Lucky and bring her home with him to New York. I really really hope he succeeds

I think if you can take a picture you can rescue these animals. Did you just leave them there? Also, I am not surprised about Texas not caring about their animals. These are the same horrible people that lunch shamed small children whose parents couldn't afford to pay for the school lunches. You cruel people in texas need to get rid of your legislators and get some Dems in who care about people an animals and life in general rather than fake religious leaders who only care about money. What filth would leave a dog, cat or other animal to die chained during a hurricane? So, I'm glad you got your pictures though and then saved yourself while the dog died. Awful, awful people. Can you imagine what that poor dog and all the other animal's were thinking when they saw there owners leave without them. The high winds the rain and they couldn't hide underneath anything that was dry or warm. They had to endure the sounds of roaring wind tree's and debree and starving. flying all around them no one there to hold them, and to make them feel wanted and safe. They give you unconditional love and this is the thanks they got from these monsters lock them to a tree when the next big one comes and see how it feels to be abanded. PIGS!!!

I couldn't bear to leave my dogs behind. If I couldn't carry them with me, I would stay in place. It would not be a hard decision at all. I love my dogs and they love me unconditionally. I only hope that people who left their dogs tied to trees with no other hope than potential drowning or suffocation will be prosecuted to the fullest extent and that they are NEVER allowed to have animals again. And I hope that those pups find a forever AND loving home.

I know that people in texas is going thru very bad times right now and worried about there lives and there kids; but its no excuse to leave a helpless animal tied up; that's not giving them a chance to make it thru the bad storms either; at least untied them so they will have a fighting chance to. And for the animals that are in pens at least open there gates to give them a chance of finding higher grounds away from the rising water cause drowning is not pretty.

What isn't told is that the waters rose to a dangerous level , and when rescuers came, they were only taking people, it wasn't until later animals were included also. To be in this position, is unimaginable! Not able to take your pets, and save your kids... don't judge, until you understand the situations people were in. Livestock were also left in corrals, it wasn't something you get time to do much about. Help came later, in the form of regular old people, that came and got people and pets, and walked cows and horses to safety. So, please don't judge them. You say you would do the right thing, but until you are in this kind of situation, don't tell me, you know what the right thing is.

UNFORTUNATELY this happens a lot. I was in the flood of 1997 in the Ohio valley I was living in Falmouth, KY at the time and was stuck in my apartment all night. Not to be rescued by boat the following morning. The worst part to me was from about 11:30P to midnight. I heard dogs barking all over town. By 1A they all stopped. You just knew what had happen.

I agree with all the posts that were shown in this story. Animals are living beings and should be treated with the same respect that humans get. I really wish that the people who chained their animals to something could bet charged with attempted murder. To me, that's all it was.

Anyone who does this to their pets deserves whatever Karma Harvey gives to them. Hopefully these poor animals, and the thousands who were Houston Street Dogs before the hurricane, will be rescued and taken to other areas where there is actually a demand for cats and dogs.

This just breaks my heart. The owners should be found and charged and locked up for animal abuse. I don't care that a law was passed that animal rescue had to be a part if rescued. I would never And I Mean NEVER leave my pets thinking someone else will rescue them. Even if I knew they would be rescued there's always the possibility of never seeing them again.

As someone who was very close to the devistating 2009 Black Saturday bushfires in Victoria Australia, I can firmly say this is disgusting! You NEVER leave pets behind to die while you've got the ability to take them with you. We had 4 dogs and 3 puppies who would have needed evacuating at the drop of a hat if the fires got over the hill and we had only a few days to come up with a plan which we praticed in the smoke haze. You NEVER leave them, ever. In the event of a house fire or storm damage I have a plan to get my 4 guinea pigs and 1 dog out within 5mins (yep practiced that plan too). If you are a dedicated animal parent and a decent person you have a plan to get them to safety.

I have 3 furbabies and 11 birds. If I have to evacuate, you better believe they are going with me. Fortunaltely I live on the side of a mountain in Virginia. If it gets to me, the entire east coast will be underwater. Rich Creek, VA is where I live.

It's unfortunate that those that tie them to something didn't feel like they did when they first obtained the dog. I agree with what John L wrote that the caring parent photo lady should be praised. I have a mini dachshund and some say I spoil her, while I think she is no different than any child I've had.

This is pure cruelty plain and simple and there needs to be repercussions for such. And not a slap on the wrist either. They should never be able to have another animal in their possession again along with a heavy fine. Maybe have it noted like a sign mandated to be put in their yard. This is messed up. I was under an evacuation order many years ago, the emergency officials said I couldn't bring my dogs and my cat, so we stayed. I was not evacuating without them. All these years later and nothing has changed, if we had to evacuate today and I couldn't bring my dog and cat, I'm not evacuating. They are as much a part of my family as my children and grandchildren.

In those three photos of dogs I'm fairly confident none of them are tide to anything. I would imagine those dogs got separated from their owners sometime during the hurricane or prior to the evacuation. Another stupid article looking for click bait in the face of natural disaster

Ok I got the scoop on the dogs the two dogs live on the same property and cats there too but abandones, photographer is feeding them he saved all of them and now named the one dog Lucky and is trying to adopt him! its all good for these dogs. I say if the owners are found which I doubt chain them up to a pool in the ocean and let the sharks eat them. You just don't treat your pet like this. I have 5 dogs and if I had to evacuate I would leave when told to and take all 5 with me. They are my life.

I can't imagine what people would have been thinking. Better to lose your pet, than to return and find it's drowned body still chained to a tree. Also - I'd like to point out that if you're close enough to get a picture, you're close enough to rescue the animal.

The photographer did. He called her Lucky and when he rescued her she ran away. The next day he went looking for her to give her food and when she saw him she ran up to him. The photographer asked around and found out that she belonged to people who had left behind a pitbull terrier a pony and a few other animals. He got all those animals to a Huston animal rescue centre but as he has formed a bond with Lucky he is going through the "proper channels" as he calls it to adopt Lucky and bring her home with him to New York. I really really hope he succeeds.

A lot of shelters will not allow animals. There should be a place you can take your animals to in a time of crisis that will hold them for you. Most places will not.

they commented on the news that people shouldn't do that and after Katrina they said that was the worst thing you can do as usually a dog can fend for itself, hopefully, long enough until rescued. But I do know that TX officials were telling people not to tie them up.

kids or no kids animals are children would you chain your child to a tree in hopes that he would still be there when you return I hope not but I suppose if you do this to an animal you would be the very people to leave your kids in a hot car with the windows rolled up and not think anything of it. I have a dog and you better believe he will come with me I was in a situation when my electric went out in the entire apt complex I lived in and everyone was without electric for over a week in sweltering 100 degree temps her in Texas I had a dog and cat and kids my dog and cat and me and my kids went to stay in a hotel if it was to hot to stay there it was to hot for my furbabies so they came also they were part of the family I even brought my fish to my mothers house for safe keeping so people have to remember animals are a big commitment and not to be taken likely if you cant care for them properly do not I repeat DO NOT GET A PET.

This makes me sick. I have 4 of my own. I would leave my c**p there and take my pets. they would be the first thing i would grab. of course dont have kids. So they would be the first. I can't imagine how any one could do this. I was just talking to my dad about a potential storm and I was worried that if that day came I would need an emergency tank for my goldfish. The thought of leaving a goldfish behind made me sick, how could some one leave these beautiful dogs? :(

Reading this just ruined my morning. That image of the frist dog chained just broke my heart. Who is the soulless bastard who leaves a defenseless animal chained to a pole in the middle of a flood? That person should experience what s/he has caused to that animal, plus a fine, plus nt being able to have another animal ever again. NOBODY rescued the poor dog? And the person who took the photo did nothing?????? This is just too sad. I am glad though that some pets made it and there are some good people left in the world.

My first thought was "Why would someone take a picture of a dog tied up and not do anything to help the poor dog?" I hope and pray that the "good" people of Houston and Texas rescued these innocent animals.... I know it is an extremely scary situation, but we as humans at least understand what it happening. I so hope Chief Carlisle keeps his word and that other animal welfare agencies help identify addresses where animals were left to face the flood alone, often chained without any chance of surviving unless rescued. Those households should be placed on a register of known animal abusers and never allowed to adopt/keep animals again ... They may have lost materials things in the flood, but in leaving their animals, they also forfeited their humanity.

There is no excuse of leaving animals behind, given that people had notice ... and to chain them and commit them to almost certain death is criminal animal cruelty. Someone should not addresses where animals are found left/chained (hopefully still alive, but also if dead) and help ensure a registry of people who should never own animals again. They may have lost materials things, but they also left behind their humanity ...

I'm heartbroken for those poor animals. Anyone who leaves their pet behind, well, you shouldn't be owners ever again. How can you really justify leaving your pet chained during a storm? I read that a dog tied to a tree pictured was rescued...what about the other dog chained down? What about him? These animals are so traumatized, they need comfort as well. I have always said I would grab my dog first, no matter what. He is my little guy and I would never be able to live with the guilt knowing I caused his death. Shame on this people and thank you to the ones who rescued them.

I live in North Queensland, Australia. We get shocking cyclones similar to this, you have days of warning, then alerts and then hourly updates. There is no way you couldn't plan to keep an animal safe, from a storm like this. I am truly appalled.

If the photographers aren't doing something to bring these animals to safety, they are as guilty as their abusive owners...i.e. Ruaridh Connellan in photos 1 & 3 above where there is no indication these dogs were rescued.

My heart is broken right now for all these fur babies left behind, tethered to face a horrific death!! It is absolutely reprehensible to say the very least to leave your dog tied to anything during a hurricane, or any other storm for that matter!! Charge every owner of a dog left behind like that, whether or not the dog survived!! And don't give the surviving dogs back until the owner understand just how abusive and hurtful their actions were to their animals!!!

Several states has passed laws to limit unsupervised tethering of dogs to one hour. It It is no longer safe to leave dogs chained up unsupervised for 24/7. Now that housing developments are taking away the habitats of wild animals their normal food supply is gone. Chained up dogs are being used as sources of food for wild animals such as, alligators, bears, coyotte, snakes, and wolves. To make matters worse individuals who sexually assault dogs, abuse dogs, and engage in dog fighting are stealing unsupervised chain up dogs left and right. If your dog can never go inside your house you don't need to own one. Imagine if dog owners who let dogs be harmed by leaving them chained up were sentenced to be chained to a pole in their backyard overnight.

What exactly is the point of this post? Are you offering ways in which the public can help? Are you including links by which we can materially assist families and their pets who may be losing everything they own? How do you know that the dog clinging to the guardrail doesn't have family on a rooftop half a mile away? How do you know the dog tied by the mobile home wasn't left by a neighbor who thought the people would come home - but they can't, because the roads are under 6 feet of water? Yes, there are crappy people who abandon their pets, but we are talking about a disaster of unprecedented magnitude. People are dying, people are drowning, people are living in water to their knees and waiting for rescue on their rooftops, they are camping in their cars or sleeping in churches or, and thousands more are risking their lives to help them - and their animals. Posts like this DO NOT HELP!!

WHAT THE FU**??? I saw 2 of the pics from another website yesterday, tethering dogs should be illegal anyway, but hurricane Harvey´s been announced, so how could some people be so heartless to leave their dogs tied outside??? On the other hand on ZDF heute news magazine on TV in Germany there´s been a video of people with their pets, sitting on the roofs of their houses, waiting to be rescued, I hope and pray none of them´s gonna be left behind, hope and pray they´re all gonna be saved and gonna find shelter until their homes´re hopefully gonna be rebuilt again, and hopefully the insurances´re gonna pay for that!!! I´m only glad at least some of the tied dogs´ve been rescued.....

This is deplorable. At least 1 dog had a tag. Owners can be tracked down after Harvey passes, through name tags and vaccination records, and charged with abuse. I hope that actually happens...

WTF would people do that. There were enough warnings about hurricane and floods so why not take them with you .Even if you can't for some reason (not enough room on boat/helicopter or whatever) atleast give them a chance to get out on their own. I would take my pets with me no matter what, even if I had to carry them out of there myself.

Dogs are not people. No animal is worthy of human life. These people rushed away with their lives and forgot their pet in the process or thought someone else had grabbed the dog. There are so many circumstances that can lead to the unfortunate death. If they did it with intent to kill that is a whole other matter. And it is not the people of Texas. It is a few thoughtless people that panicked and forgot. It is wonderful that others came to the rescue and I am sure it is appreciated by these families that forgot. Let's have compassion for all the people who have had their lives completely turned upside down and I say we're here to help if you need it. But you probably won't. You're Texans.

I would never leave my dogs i would die with them. But please quit judging you do not know what circumstances some had to leave under. Also not everyone had plenty of time to prepare and leave. Not everyone had the resources to leave or anywhere to go. So unless you have been in that situation don't judge.

You're right, and you'll get downvoted to oblivion for being honest. These people have never experienced a hurricane like that, or had to make those decisions, but they always have no problem judging others while they sit at their computers. Leaving those dogs behind was probably the hardest decision some of those people have ever had to make. Then they should "be fined" for it, after losing their homes or their ACTUAL family. Bored Panda comment section is about the most entitled place on the internet.

Under what circumstances could you not take your damn dog? I have been through 6 hurricanes and never once was I like "Oh no, I can take the kids or the dogs but not both." That situation just doesn't happen and is not excusable. People had plenty of time to make plans and plenty of shelters were allowing pets. It is not a choice based on one living and one not, it is simply that humans are a******s and don't give a damn about animals, even their own pets.

If there was a warning there would be a hurricane in my town I'd not only rescue my dog and my degus. My stick insects, my fish, my silkworm and the butterfly eggs I'm taking care of wouldn't be left behind either. How can someone be such a git to leave a pet behind? If I'm not ready to give up some stick insects who eat my avocado tree, then how heart less can someone be to leave their dog behind? Some people make me sick.

I have absolutely no sympathy or any understanding for these people. These dogs trusted you and you were the only thing they had. None of you should be ever allowed to have a pet.EVER. The police needs to track down these people. They had a warning and plenty of time....A Lot of TIME..to save their dogs.

For those of you who don't live in Texas, you'll be happy to know that the Sheriff of Harris County (where Houston is) has already said the WILL prosecute anyone who leaves a dog chained or tied up. It's already against a state law to do so and is even worse, in this kind of situation

They shouldn't be chained up outside under any circumstance, should be against the law. You don't chain up your kids so if you can't treat a pet right don't get one. They have feelings too. Fear, hurt, feeling abandoned, love, they mourn etc.

These people don't have the right to own animals, let alone dogs. It's truly sad and frustrating how people will treat pets. Pets become family, and family is to stick together. My husband gets mildly upset when we have 'What-if' scenarios and I always put the dog and cat first. (We're newly-weds with no kids yet). But I've lived in Texas, and there are and abundance of people there who are notorious for abandoning their pets in any situation. Stray dogs run around all the time because the owners couldn't be bothered to take them to a shelter. So this doesn't surprise me, sadly.

I think it comes from all the third world inhabitants that we have in TX. I have never seen any state treat animals like this, and not to be racist or anything but it seems that people that come from S. of the border seem to think it is ok to get pets and then tie them to trees their entire lives or drop them off on the corner to wander the town until they starve :( it is really sad!

I've read about these dogs in the daily mail. Thankfully they were all rescued but it made me angry the paper was asking the owners to come forward to get their dogs. NO. If you can leave your vulnerable helpless pet tied up or alone to fend for itself then you don't deserve to be a pet owner! They should be prosecuted for animal cruelty if anything! I wouldn't dream of leaving my pets behind, they would be the first I would take. Like I've said in the other articles on this site, when you become a pet owner you take on having the responsibility, welfare and safe keeping of that animal. If you aren't up to it. Don't own a pet!! They are family, you wouldn't leave a child or your grandmother behind would you! No excuses!

I am not a big fan of pets. However, I believe that if you have a pet, you should take care of them in times like this. I don't believe in animal cruelty either. I might be able to understand if residents had no warning and just absolutely had no room for their pet. But, that was not the case. I agree to not leave your pet behind, however, the city officials told everyone to stay at home. To not leave the city. Only now, they are having mandatory evacuations in areas. Shame on the officials! There are idiots out there yes (the ones tying pets up), but others who are forced to make tough choices. Carry the kids through chest deep water or the pet. Also, side note, where are the cats???

I understand people are TRYING to make excuses for them. ANYONE who is trying to create excuses never owned a dog in their life. Dogs have at minimum the intelligence of a 3 year old. I live close to this flooding, my town is full of evacuees right now. All I have to say, is Texas in General has a lot of people that treat their dogs like c**p!! They probably have been tied to those poles and trees all year.......strays everywhere...... I don't know if it is the "culture" that carries this disregard or the "mulitculturism" that has influenced towns like mine where most of the inhabitants are from Honduras but it really pisses me off. I just can't save them all and there isn't even a shelter here....all they have is some cages next to the dump that they keep them in for one week and then kill and burn them :( It's really pathetic and I am from a state/town that treats pets 100% differently !

I dont even live in the US and MOST of the horrific animal abuse articles etc I come across are unbelieable stories of dogs that are found in Texas, specifically Houston. There is a great deal more than any other place in the world and these stories come from all sorts of sources, for some reason Houston is not just dominating the number of occurrences, but I can always guess when a story will be from Houston based on the sadistic/cruel nature of a situation. Houston has its own level of depravity that would shock even the most hardened, detached individual. So sad

I'm unable to upvote this. I'm owner of a dog 🐶 i live in the UK and have had times when we've been flooded. Under no circumstances would I even consider leaving my precious baby behind. In my world where I go so does my dog 🐶. In other words we come as a package, there's three of us, my darling daughter, my adorable doglet and me. You can't have just part of the package so that's how it should be. 😭 🐶 ❤ 💕🌹

Or, just cut them loose and TAKE them. If a pet is too much, what do they do when they have an extra kid, tie it out too? These people should be fined, at the very least. I don't give a f**k if they lost everything. They'd have lost it anyway. Leaving a pet tied to a tree in a hurricane is EVIL.

The lovely thing about science and technology today is that we have PLENTY of warning before most kinds of weather events like this. People had plenty of warning, they could easily have packed up the dog with everything else. At the very least, if you REALLY can't take your pet with you, give it to someone else who can! Don't just chain it down, come on, that's heartless of the worst kind! I hope these pets are rescued by someone with a better heart than their cruel abandoners! There's just no excuse!

Please, please, PLEASE tell me these jackasses (and I'm being G rated for what I REALLY want to say will be prosecuted and tossed in jail. Can you imagine the terror, the fear, that these dogs felt? The photographer did. He called her Lucky and when he rescued her she ran away. The next day he went looking for her to give her food and when she saw him she ran up to him. The photographer asked around and found out that she belonged to people who had left behind a pitbull terrier a pony and a few other animals. He got all those animals to a Huston animal rescue centre but as he has formed a bond with Lucky he is going through the "proper channels" as he calls it to adopt Lucky and bring her home with him to New York. I really really hope he succeeds

I think if you can take a picture you can rescue these animals. Did you just leave them there? Also, I am not surprised about Texas not caring about their animals. These are the same horrible people that lunch shamed small children whose parents couldn't afford to pay for the school lunches. You cruel people in texas need to get rid of your legislators and get some Dems in who care about people an animals and life in general rather than fake religious leaders who only care about money. Can you imagine what that poor dog and all the other animal's were thinking when they saw there owners leave without them. The high winds the rain and they couldn't hide underneath anything that was dry or warm. They had to endure the sounds of roaring wind tree's and debree and starving. flying all around them no one there to hold them, and to make them feel wanted and safe. They give you unconditional love and this is the thanks they got from these monsters lock them to a tree when the next big one comes and see how it feels to be abanded. PIGS!!!

I couldn't bear to leave my dogs behind. If I couldn't carry them with me, I would stay in place. It would not be a hard decision at all. I love my dogs and they love me unconditionally. I only hope that people who left their dogs tied to trees with no other hope than potential drowning or suffocation will be prosecuted to the fullest extent and that they are NEVER allowed to have animals again. And I hope that those pups find a forever AND loving home.

I know that people in texas is going thru very bad times right now and worried about there lives and there kids; but its no excuse to leave a helpless animal tied up; that's not giving them a chance to make it thru the bad storms either; at least untied them so they will have a fighting chance to. And for the animals that are in pens at least open there gates to give them a chance of finding higher grounds away from the rising water cause drowning is not pretty.

What isn't told is that the waters rose to a dangerous level , and when rescuers came, they were only taking people, it wasn't until later animals were included also. To be in this position, is unimaginable! Not able to take your pets, and save your kids... don't judge, until you understand the situations people were in. Livestock were also left in corrals, it wasn't something you get time to do much about. Help came later, in the form of regular old people, that came and got people and pets, and walked cows and horses to safety. So, please don't judge them. You say you would do the right thing, but until you are in this kind of situation, don't tell me, you know what the right thing is.

UNFORTUNATELY this happens a lot. I was in the flood of 1997 in the Ohio valley I was living in Falmouth, KY at the time and was stuck in my apartment all night. Not to be rescued by boat the following morning. The worst part to me was from about 11:30P to midnight. I heard dogs barking all over town. By 1A they all stopped. You just knew what had happen.

Secondly, those of you saying "they should've brought them on the rescue boats" — again, get your facts straight. Many of the rescue boats did not allow animals onto the boats. I love my dogs immensely and they're family but if it came down to saving my CHILD'S life or my dog's life, I'll pick my child 100 times out of 100. Wouldn't even think twice. Secondly, those of you saying "they should've brought them on the rescue boats" — again, get your facts straight. Many of the rescue boats did not allow animals onto the boats. Finally, if it came down to saving my CHILD'S life or my dog's life, I'll pick my child 100 times out of 100. Wouldn't even think twice. For example, if you're a single mother of two and you have a dog. Who are you going to save? Your two children or one child and a dog? GET YOUR FACTS STRAIGHT BEFORE YOU JUDGE PEOPLE!!!!!

Anyone who does this to their pets deserves whatever Karma Harvey gives to them. Hopefully these poor animals, and the thousands who were Houston Street Dogs before the hurricane, will be rescued and taken to other areas where there is actually a demand for cats and dogs.

This just breaks my heart. The owners should be found and charged and locked up for animal abuse. I don't care that a law was passed that animal rescue had to be a part if rescued. I would never And I Mean NEVER leave my pets thinking someone else will rescue them. Even if I knew they would be rescued there's always the possibility of never seeing them again.

As someone who was very close to the devistating 2009 Black Saturday bushfires in Victoria Australia, I can firmly say this is disgusting! You NEVER leave pets behind to die while you've got the ability to take them with you. We had 4 dogs and 3 puppies who would have needed evacuating at the drop of a hat if the fires got over the hill and we had only a few days to come up with a plan which we praticed in the smoke haze. You NEVER leave them, ever. In the event of a house fire or storm damage I have a plan to get my 4 guinea pigs and 1 dog out within 5mins (yep practiced that plan too). If you are a dedicated animal parent and a decent person you have a plan to get them to safety.

I have 3 furbabies and 11 birds. If I have to evacuate, you better believe they are going with me. Fortunaltely I live on the side of a mountain in Virginia. If it gets to me, the entire east coast will be underwater. Rich Creek, VA is where I live.

It's unfortunate that those that tie them to something didn't feel like they did when they first obtained the dog. I agree with what John L wrote that the caring parent photo lady should be praised. I have a mini dachshund and some say I spoil her, while I think she is no different than any child I've had.

This is pure cruelty plain and simple and there needs to be repercussions for such. And not a slap on the wrist either. They should never be able to have another animal in their possession again along with a heavy fine. Maybe have it noted like a sign mandated to be put in their yard. This is messed up. I was under an evacuation order many years ago, the emergency officials said I couldn't bring my dogs and my cat, so we stayed. I was not evacuating without them. All these years later and nothing has changed, if we had to evacuate today and I couldn't bring my dog and cat, I'm not evacuating. They are as much a part of my family as my children and grandchildren.

In those three photos of dogs I'm fairly confident none of them are tide to anything. I would imagine those dogs got separated from their owners sometime during the hurricane or prior to the evacuation. Another stupid article looking for click bait in the face of natural disaster

Ok I got the scoop on the dogs the two dogs live on the same property and cats there too but abandones, photographer is feeding them he saved all of them and now named the one dog Lucky and is trying to adopt him! its all good for these dogs. The photographer did. He called her Lucky and when he rescued her she ran away. The next day he went looking for her to give her food and when she saw him she ran up to him. The photographer asked around and found out that she belonged to people who had left behind a pitbull terrier a pony and a few other animals. He got all those animals to a Huston animal rescue centre but as he has formed a bond with Lucky he is going through the "proper channels" as he calls it to adopt Lucky and bring her home with him to New York. I really really hope he succeeds.

A lot of shelters will not allow animals. There should be a place you can take your animals to in a time of crisis that will hold them for you. Most places will not.

they commented on the news that people shouldn't do that and after Katrina they said that was the worst thing you can do as usually a dog can fend for itself, hopefully, long enough until rescued. But I do know that TX officials were telling people not to tie them up.

kids or no kids animals are children would you chain your child to a tree in hopes that he would still be there when you return I hope not but I suppose if you do this to an animal you would be the very people to leave your kids in a hot car with the windows rolled up and not think anything of it. The owners should be found and chained to something themselves in rising storm water just to show them how it feels. I could never do this to one of our dogs, or any dog for that fact, It's just cruel.

This is terrible...i have 2 cats as well as 2 children and no one is being left behind. They have feelings and personalities as we do and deserve love and compassion. Anyone that ties a dog to a tree doesn't deserve them. This is heartbreaking.

I can't imagine how any one could do this. I was just talking to my dad about a potential storm and I was worried that if that day came I would need an emergency tank for my goldfish. The thought of leaving a goldfish behind made me sick, how could some one leave these beautiful dogs? :(

My little one is going through a life threatening surgery today and I've been out of my mind since yesterday. I don't even understand how can anyone willfully let their pet out to die. There's no love in such people, not for animals, not for other people, only themselves. These aren't normal well-adjusted people. These are sociopaths.

Reading this just ruined my morning. That image of the frist dog chained just broke my heart. Who is the soulless bastard who leaves a defenseless animal chained to a pole in the middle of a flood? That person should experience what s/he has caused to that animal, plus a fine, plus nt being able to have another animal ever again. NOBODY rescued the poor dog? And the person who took the photo did nothing?????? This is just too sad. I am glad though that some pets made it and there are some good people left in the world.

My first thought was "Why would someone take a picture of a dog tied up and not do anything to help the poor dog?" I hope and pray that the "good" people of Houston and Texas rescued these innocent animals.... I know it is an extremely scary situation, but we as humans at least understand what it happening. Our pets, animals, etc., do not understand and are just as scared. PLEASE show compassion to all living, breathing beings!

I so hope Chief Carlisle keeps his word and that other animal welfare agencies help identify addresses where animals were left to face the flood alone, often chained without any chance of surviving unless rescued. Those households should be placed on a register of known animal abusers and never allowed to adopt/keep animals again ... They may have lost materials things in the flood, but in leaving their animals, they also forfeited their humanity.

There is no excuse of leaving animals behind, given that people had notice ... and to chain them and commit them to almost certain death is criminal animal cruelty. Someone should not addresses where animals are found left/chained (hopefully still alive, but also if dead) and help ensure a registry of people who should never own animals again. They may have lost materials things, but they also left behind their humanity ...

I'm heartbroken for those poor animals. Anyone who leaves their pet behind, well, you shouldn't be owners ever again. How can you really justify leaving your pet chained during a storm? I read that a dog tied to a tree pictured was rescued...what about the other dog chained down? What about him? These animals are so traumatized, they need comfort as well. I have always said I would grab my dog first, no matter what. He is my little guy and I would never be able to live with the guilt knowing I caused his death. Shame on this people and thank you to the ones who rescued them.

I live in North Queensland, Australia. We get shocking cyclones similar to this, you have days of warning, then alerts and then hourly updates. There is no way you couldn't plan to keep an animal safe, from a storm like this. I am truly appalled.

I have 5 dogs and there is not one that would get left behind, I don't care what anyone said. I really commend the people that consider their animals family and take the time to pack them up and take them along with them or at least find a safe place for them.

If the photographers aren't doing something to bring these animals to safety, they are as guilty as their abusive owners...i.e. Ruaridh Connellan in photos 1 & 3 above where there is no indication these dogs were rescued.

My heart is broken right now for all these fur babies left behind, tethered to face a horrific death!! It is absolutely reprehensible to say the very least to leave your dog tied to anything during a hurricane, or any other storm for that matter!! Charge every owner of a dog left behind like that, whether or not the dog survived!! And don't give the surviving dogs back until the owner understand just how abusive and hurtful their actions were to their animals!!!

Several states has passed laws to limit unsupervised tethering of dogs to one hour. It It is no longer safe to leave dogs chained up unsupervised for 24/7. Now that housing developments are taking away the habitats of wild animals their normal food supply is gone. Chained up dogs are being used as sources of food for wild animals such as, alligators, bears, coyotte, snakes, and wolves. To make matters worse individuals who sexually assault dogs, abuse dogs, and engage in dog fighting are stealing unsupervised chain up dogs left and right. If your dog can never go inside your house you don't need to own one. Imagine if dog owners who let dogs be harmed by leaving them chained up were sentenced to be chained to a pole in their backyard overnight.

What exactly is the point of this post? Are you offering ways in which the public can help? Are you including links by which we can materially assist families and their pets who may be losing everything they own? How do you know that the dog clinging to the guardrail doesn't have family on a rooftop half a mile away? How do you know the dog tied by the mobile home wasn't left by a neighbor who thought the people would come home - but they can't, because the roads are under 6 feet of water? Yes, there are crappy people who abandon their pets, but we are talking about a disaster of unprecedented magnitude. People are dying, people are drowning, people are living in water to their knees and waiting for rescue on their rooftops, they are camping in their cars or sleeping in churches or, and thousands more are risking their lives to help them - and their animals. Posts like this DO NOT HELP!!

WHAT THE FU**??? I saw 2 of the pics from another website yesterday, tethering dogs should be illegal anyway, but hurricane Harvey´s been announced, so how could some people be so heartless to leave their dogs tied outside??? On the other hand on ZDF heute news magazine on TV in Germany there´s been a video of people with their pets, sitting on the roofs of their houses, waiting to be rescued, I hope and pray none of them´s gonna be left behind, hope and pray they´re all gonna be saved and gonna find shelter until their homes´re hopefully gonna be rebuilt again, and hopefully the insurances´re gonna pay for that!!! I´m only glad at least some of the tied dogs´ve been rescued.....

This is deplorable. At least 1 dog had a tag. Owners can be tracked down after Harvey passes, through name tags and vaccination records, and charged with abuse. I hope that actually happens...

WTF would people do that. There were enough warnings about hurricane and floods so why not take them with you .Even if you can't for some reason (not enough room on boat/helicopter or whatever) atleast give them a chance to get out on their own. I would take my pets with me no matter what, even if I had to carry them out of there myself.

Best of luck t all the people that were impacted by the storm. I think the good people of the Houston area deserve some respect and to hate on them all isn't very nice.

Dogs are not people. No animal is worthy of human life. These people rushed away with their lives and forgot their pet in the process or thought someone else had grabbed the dog. There are so many circumstances that can lead to the unfortunate death. If they did it with intent to kill that is a whole other matter. And it is not the people of Texas. It is a few thoughtless people that panicked and forgot. It is wonderful that others came to the rescue and I am sure it is appreciated by these families that forgot. Let's have compassion for all the people who have had their lives completely turned upside down and I say we're here to help if you need it. But you probably won't. You're Texans.

Dear bored panda, What was your purpose in creating this post? Are you offering any means for us to help pets in need in Texas? Are you posting any links so that we may assist people who have lost their homes and are in dire need of shelter for themselves and their pets? Are you looking for the stories behind these photos to find out what really happened? were cruelly left behind by heartless people? Or have you stopped to think that perhaps the dog clinging to the guardrail has family trapped on their roof a mile or two away? Have you thought that the pup tied outside the mobile home Might have been left by a neighbor who thought its owner soon would come home, but they can't because they are trapped across town and the roads are all several feet deep in water? Or are you just creating useless outrage and upset, when we have people drowning and dying and losing everything they own, and countless others risking their lives to save them - and their pets?

I would never leave my dogs i would die with them. But please quit judging you do not know what circumstances some had to leave under. Also not everyone had plenty of time to prepare and leave. Not everyone had the resources to leave or anywhere to go. So unless you have been in that situation don't judge.

You're right, and you'll get downvoted to oblivion for being honest. These people have never experienced a hurricane like that, or had to make those decisions, but they always have no problem judging others while they sit at their computers. Leaving those dogs behind was probably the hardest decision some of those people have ever had to make. Then they should "be fined" for it, after losing their homes or their ACTUAL family. Bored Panda comment section is about the most entitled place on the internet.

It is super sad..........however human lives come first, I'm a single dude so I could bring my cat with me no matter what but for the single parents of multiple kids it's just not possible.

Under what circumstances could you not take your damn dog? I have been through 6 hurricanes and never once was I like "Oh no, I can take the kids or the dogs but not both." That situation just doesn't happen and is not excusable. People had plenty of time to make plans and plenty of shelters were allowing pets. It is not a choice based on one living and one not, it is simply that humans are a******s and don't give a damn about animals, even their own pets.
